Lighthouse Prison Ministries, Inc. is organized in the state of Texas as a tax-exempt public charity under section 501(c)(3) of the Internal Revenue Code.
The Harris County Jail in Houston, Texas is the third largest jail in the nation and houses up to 14,000 inmates. Not only is it the jail where Chaplain Downs was incarcerated before he met God, but it now serves as the primary mission field for Lighthouse Prison Ministries.
